In the last decades, identity management [?] is one of the most important chal- lenges of government organizations in order to provide the social services in a fairly manner. Furthermore, Ssmart card technology is known as the most proper technology for identity management that meet essential security requirements in practical projects. On the other hand, the salient growths of biometric usage for authentication persuade smart card vendors to exploit this technology. The integration of biometric into the smart card leads to a strong two-factor authen- tication. In this way, the authentication process is based on something one haves and something one areis such as smart card and biometric trait respectively. Storing samples of a subject in database always has a high risk. Therefore, a technology, which does not need to stores these samples in a specific repository and the ability to authenticate without connection to a backend database, takes a special consideration due to the security and privacy concerns.
